Anil Kumar Gupta, Technical Member (Centre), Principal Bench, GSTAT, New Delhi is a former Officer of Indian Revenue Service (IRS), Central Board of Indirect Taxes and Customs (CBIC). Born in Patiala (Punjab), he completed his Bachelor of Commerce (B.com) in 1983 and then Masters of Business Administration (MBA) from Punjabi University. He is Fellow Member of the Institute of Cost Accountants of India (ICAI).

Before joining IRS, he has worked for four years from 1986-1990 in the Corporate Sector as Deputy Manager of Finance and Accounts in M/s Punjab Wireless Systems Ltd., Mohali (PUNWIRE).

He joined Indian Revenue Service in 1990 and has rich experience of 34 years working in administration of Indirect Taxes such as Central Excise, Service Tax, Customs and GST. He has worked in the fields of Revenue Collection, as well as prevention of Revenue Leakage, planning and conduction of Audits as well as training of officers/staff. He has been in the forefront for Regulation & Enforcement of tax laws as well as trade facilitation with the aim of promoting ease of doing business. He has worked as quasi judicial authority & has vast experience in adjudication of cases/disputes ensuring that principles of natural justice are duly followed. Further, He has also worked as Appellant Authority as Commissioner (Appeals) for 2 years wherein he was responsible for disposal of Appeals in tax matters.

Initially, He worked as Assistant/Deputy Commissioner of Central Excise and Customs at Noida and Chandigarh. Thereafter, he was elevated as Additional Commissioner and worked at Chandigarh and Panchkula.

From June, 2005 he was posted as Deputy Director in Post Graduate Institute of Medical Education & Research (PGIMER), Chandigarh, Premier Health Institute under the Ministry of Health & Family Welfare on deputation basis for four years from 2005 to 2009.

In 2011 he was promoted to the rank of Commissioner and served in Shilong looking after administration of Indirect Taxes having jurisdiction over States of Meghalaya, Mizoram, Manipur, Nagaland, Tripura and parts of Assam. He has also served as Commissioner of Customs, Air Cargo Complex Mumbai for three years from 2014-2017.

At the time of launch of GST, he was posted as Additional Director General of National Academy of Customs, Indirect Taxes and Narcotics (NACIN) Zonal Campus Chandigarh and was responsible for imparting training to Officer/Staff CBIC and State Governments of Punjab, Himachal Pradesh, Uttrakhand and Union Territory of Chandigarh, Ladakh and Jammu & Kashmir.

In September, 2021 he was promoted as Chief Commissioner and was posted in Kolkata Customs Zone and was responsible for regulation and facilitation of Import and Export Cargo as well as passengers through Sea, Air and Land Customs Stations (LCS) in states of West Bengal, Sikkim and Andaman & Nicobar.

From August, 2023 to September, 2024 he has worked as Principal Director General, in Directorate General of Goods & Service Tax Intelligence (DGGI), New Delhi which is an Apex and premier intelligence and investigation agency.

He is the Co-author of the Book "Handbook" on GST Audit by Tax Authorities" published by Bloomsbury in August 2020. Fifth Edition of the Book was published in December, 2024.

He was member of GST Law Committee from July 2019 to July 2020, an apex committee of Central & State Tax Commissioners which examines various issues and makes recommendations for changes in GST Law.

In appreciation of his work during posting at Directorate of Revenue Intelligence (DRI), New Delhi, he has awarded the President Award for rendering exceptionally Meritorious Services at the Risk of Life on the occasion of Republic Day 2003.

He was awarded with CMA RATAN AWARD by the Institute of Cost Accountant of India (ICAI), in 2016.
