Born on 4 November 1962 into a renowned family of Late Lala Samandar Lal Jain, a leading revenue lawyer of Muzaffarnagar (U.P.), he hails from a distinguished lineage of educationists and freedom fighters. His father, Late Shri Rajendra Kumar Jain, served as a lecturer in the Education Department at D.A.V. (P.G.) College, while his mother, Late Smt. Kunti Rani Jain, was the daughter of Late Shri Chunna Lal Jain, a veteran freedom fighter who was honoured with a Commemorative Copper Plaque by the Prime Minister of India in recognition of his services to the nation.

He received his early education in Muzaffarnagar and obtained his graduation degree in Commerce, followed by LL.B. and M.A. degrees. Immediately after completing his law degree, he commenced practice on the civil side with the leading lawyer of the town, Late Shri Man Mohan Mittal, and continued to deal with civil and rent matters in the District Court, Muzaffarnagar, until May 1990. His early practice provided him with a strong foundation in trial work and procedural law.

Upon qualifying the U.P. PCS (Judicial) Examination, he joined the judicial service and served in various capacities across the State. He was promoted to the Higher Judicial Service in 2008 and subsequently served as Judicial Member, Commercial Tax Tribunal, Meerut, where, besides sitting singly, he also presided over several Division Benches at Meerut, Muzaffarnagar, Saharanpur, Ghaziabad, Noida, Moradabad and Bareilly. In this role, he decided a large number of appeals involving important issues relating to input tax credit, entry tax, violation of rules regarding movement of goods, as well as appeals against assessment orders, and was also nominated as a member of a Full Bench at Lucknow.

In 2015, he was appointed Registrar (Judicial) (Selection & Appointment / Seniority) in the High Court of Judicature at Allahabad, where he oversaw recruitment and promotion of judicial officers in the district judiciary. He also discharged the responsibilities of Registrar (Establishment), dealing with recruitment and promotion of High Court staff, and served as Secretary, High Court Legal Services Committee and the Middle-Income Group Legal Aid Society. In these capacities, he successfully conducted several Lok Adalats, handled the affairs of the Mediation Centre, and organised a National Seminar on Mediation and Conciliation at Lucknow, which was attended by Hon'ble Judges and representatives from all 24 High Courts of the country. He was thereafter appointed Registrar General of the High Court of Judicature at Allahabad and went on to serve as District and Sessions Judge at Agra, Meerut, Gonda and Kanpur Nagar.

Alongside his judicial work, he attended numerous training programmes, seminars, conferences and workshops at institutions such as the Administrative Training Institute, Nainital, the Institute of Judicial Training and Research, U.P., Lucknow, the Indian Institute of Management, Lucknow, the Indian Institute of Public Administration, New Delhi, and the National Judicial Academy, Bhopal, and also participated in the second biennial conference on victimology at Chennai. He was elevated as an Additional Judge of the High Court of Judicature at Allahabad on 15 August 2022, and took oath as a Permanent Judge on 25 September 2023. As a Judge of the High Court, he was a member of various committees, served as Administrative Judge for Jaunpur and Lalitpur Sessions Divisions, and dealt with a wide range of jurisdictions including writs, criminal appeals, criminal revisions, bail matters and applications under sections 482 and 483 of the Code of Criminal Procedure, authoring several judgments both singly and on Division Benches.

In his original civil jurisdiction, he dealt with 18 civil suits pertaining to the dispute between Shri Krishna Janmabhoomi Trust and the Committee of Management, Shahi Eidgah Masjid, Mathura, and decided several important interim applications involving substantial questions of law and procedure. Over the course of his career, he has decided a large number of civil and criminal cases both as a Judge of the district judiciary and as a Judge of the High Court. The Cabinet Committee for Appointments appointed him as Judicial Member in the Principal Bench of the Goods and Services Tax Appellate Tribunal (GSTAT), New Delhi, and he was administered the oath of office and secrecy by Hon'ble Dr. Justice Sanjaya Kumar Mishra, President, GSTAT, on 1 September 2025.
